Select Health is a nonprofit health plan in Utah, Idaho, Nevada, and Colorado, with more than one million members across the United States. A long-time EDCUtah investor, Select Health offers commercial and government medical plans, as well as dental, wellness products, and pharmacy benefit management. Its integration with key clinical partners and hospital systems helps ensure high-quality healthcare at the lowest possible cost for members and the community.
We caught up with Dan Richards, head of commercial sales, to learn more about the organization’s strategies and experiences in the Utah marketplace.
Utah offers a combination that’s hard to find: economic strength, talent availability, and an exceptional quality of life.
From a healthcare perspective, companies coming here can expect a strong, integrated health system with Intermountain Health and a partner in Select Health that understands employer needs. We focus on delivering value — not just coverage, but solutions that help control costs, improve employee health, and support long-term workforce sustainability.
For companies considering Utah, I’d say this: You’re not just choosing a location, you’re choosing a community and a set of partners. Companies can expect a healthcare partner invested not just in benefits administration, but in the long-term health and success of their people and the communities where they live and work.
Utah consistently stands out for its strong quality-of-life fundamentals: things like economic opportunity, access to the outdoors, education, and overall community well-being. What’s especially important to us is how health fits into that picture.
As part of a nonprofit, integrated health system with Intermountain Health, Select Health can take a long-term, community-focused approach to health. By aligning coverage with care delivery, we focus on prevention, access, and affordability — not just treating illness, but supporting healthier lives over time. That model helps individuals stay well, employers maintain a productive workforce, and communities remain strong.
We also pay close attention to rankings related to access to care, community health outcomes, and affordability, because they directly affect employers’ ability to attract and retain talent. From our perspective, Utah’s strength is how these factors come together to support both business success and quality of life.
Across our markets, including Utah, we work with hundreds of community partners and reach well over a million individuals each year through outreach and engagement efforts. Our goal is simple: help people live the healthiest lives possible, and in doing so, contribute to the overall vitality and livability that Utah is known for. That’s why we invest in addressing broader social factors like transportation, food security, and community support systems.
The Utah market is foundational for Select Health. It’s where our roots are, and it continues to be one of the most dynamic and attractive places to do business in the country. Being part of an integrated health system also allows us to collaborate closely across care and coverage, which supports both employers and the broader economy.
We see Utah as a growth market, but also as a partnership market. There’s a strong alignment here between employers, healthcare systems, and organizations like EDCUtah that are focused on long-term economic and community development.
For us, success in Utah isn’t just about market share—it’s about being deeply embedded in the ecosystem, supporting employers, and helping build a healthier workforce that can sustain the state’s continued growth.
Utah is home to our largest operational footprint. With nearly 2,000 employees who consider our Green Street Campus in Murray their home office, we have a significant employee base in the state. Our parent company, Intermountain Health, is also deeply rooted in Utah, with caregivers from Salt Lake to St. George.
Beyond physical presence, our teams are deeply engaged across the state, working with employers, providers, brokers, and community organizations to support business growth and population health.
Our investments in Utah span both healthcare delivery and broader community development. Because we’re part of a nonprofit health system, our investments are designed to stay local and support long-term community health. That includes technology and care management capabilities, prevention and mental well-being initiatives, and programs that help employers manage healthcare costs while supporting their employees’ health.
From a community perspective, we’ve significantly expanded our collaboration with local organizations focused on social determinants of health—things like housing stability, food access, and education. That work alone has reached over a million individuals through hundreds of touchpoints and partnerships.
We also invest in employer-facing capabilities, such as tools, programs, and services that help Utah companies manage healthcare costs while improving employee health outcomes.
And just as important, we continue to invest in our people and operations here, ensuring we have the infrastructure and talent in place to support the growing employer base in Utah.
Looking ahead, our focus is on expanding access, improving affordability, and strengthening employer partnerships.
That includes continued investment in digital tools, care navigation, and programs that support whole-person health—especially as employers look for more holistic solutions for their workforce. These advancements are designed to make healthcare easier to navigate and improve health outcomes.
We’re also continuing to deepen our work in the community—working with organizations that are addressing upstream factors that impact health, because we know that’s essential to long-term sustainability for both individuals and businesses.
EDCUtah is an important partner for us because they sit at the center of business attraction and expansion in the state.
Your work connecting businesses, policymakers, and community leaders complements our focus on creating environments where people and organizations can thrive. Collaboration like this strengthens Utah’s ability to attract employers while supporting sustainable growth.
As companies evaluate Utah, healthcare and health insurance are critical to that decision, both in terms of cost and the ability to attract and retain talent. Through our partnership, we’re able to help ensure those companies understand the strength of the healthcare ecosystem here and what Select Health can offer.
It’s really about alignment—we’re both working toward the same outcome: a strong, growing, and sustainable business environment in Utah.

100 jobs
Congratulations to West Valley City and Salt Lake County! Ratio Therapeutics, a biotechnology company developing targeted radiopharmaceuticals for the treatment of cancer, has announced plans to expand operations in the region. The company intends to create 100 new jobs in West Valley City over the next 10 years.
The company’s announcement was the result of collaboration among Jonathan Springmeyer of West Valley City, Doug Cole of NAI Premier, EDCUtah, Wasatch Group, the Governor’s Office of Economic Opportunity, and Kelvyn Cullimore of BioUtah.
EDCUtah was introduced to Ratio TX through Doug Cole at NAI Premier. In the early stages of the project, EDCUtah provided preliminary research on Utah’s business environment to support their evaluation process. We facilitated key introductions, including to the Governor’s Office of Economic Opportunity (GOEO) for potential incentives, and connected Ratio TX with West Valley City’s economic development director, Jonathan Springmeyer. Additional introductions included BioUtah, Eide Bailly, and the Utah Inland Port Authority (UIPA) to explore support opportunities.
“We believe that Ratio Therapeutics will not only enhance the scientific community in West Valley City but will also bring new jobs, research opportunities, and commercial activity,” said Jonathan Springmeyer, director of economic development for West Valley City. “Their presence will help solidify our city’s reputation as a national leader in the life sciences sector. We wholeheartedly support Ratio Therapeutics’ efforts to establish operations here and look forward to the positive contributions they will bring to our city and to the shared goals of fostering innovation and improving lives.”
“Utah’s vibrant life sciences sector is a key driver of our state’s economic strength and quality of life,” said Ryan Starks, executive director of EDCUtah. “Advancements like those pursued by Ratio Therapeutics not only drive innovation but also create meaningful benefits for communities and fuel sustainable economic growth across the state. Supporting their growth helps us foster cutting-edge innovation, generate high-quality job opportunities, and reinforce Utah’s leadership in health innovation and sustainable economic development.”
Ratio Therapeutics is a company that develops targeted radiotherapeutics for cancer treatment, focusing on using small molecule targeting agents to attack various cancer targets. They use proprietary research and development platforms to create these agents, which can also accommodate imaging and therapeutic radioisotopes for theranostics. Their mission is to develop next-generation precision radiopharmaceuticals for solid tumors and transform oncology treatment paradigms.
“Utah stood out as a natural choice for Ratio’s expansion given its growing life sciences ecosystem, strong support for innovation and access to key suppliers in our field like Nusano. This will not only help us rapidly advance our cancer therapies but will also attract top-tier talent, create high-quality jobs and establish the critical manufacturing infrastructure needed to deliver radiopharmaceuticals in Utah and the broader North America,” said Jack Hoppin, Ph.D., chairman and CEO of Ratio. “We’re excited to partner with the Wasatch Group, an organization that shares our ambition to drive the life sciences field forward, for the construction of our new research and manufacturing facility in Utah.”
The Utah Governor’s Office of Economic Opportunity (GOEO) – an EDCUtah founding investor – assisted the project by approving Ratio Therapeutics for Economic Development Tax Increment Financing (EDTIF).
“Utah’s thriving life sciences industry is a cornerstone of our state’s economic prosperity and quality of life,” said Jefferson Moss, executive director of the Governor’s Office of Economic Opportunity. “Cancer research plays a critical role in solving disease and improving lives, and we’re proud to invite these critical innovations to our state. By supporting companies like Ratio Therapeutics, we foster innovation, create high-quality jobs, and strengthen Utah’s position as a leader in health innovation and long-term economic growth.”

The Economic Development Corporation of Utah (EDCUtah) is pleased to close out the month with three new corporate expansion and relocation wins!
“Utah’s diverse and growing economy is strengthened by innovative companies across multiple sectors—from life sciences to clean technology and health and wellness,” said Ryan Starks, executive director of EDCUtah. “Companies like Microvascular Therapeutics, Reencle, and Maxtec, not only bring innovation and global investment to our state, but also create high-quality jobs and foster sustainable economic growth. Supporting these projects allows us to build on Utah’s reputation as a hub for innovation, attract international partnerships, and enhance the prosperity and quality of life for communities throughout Utah.”
Here are the latest companies to choose Utah.
Life sciences startup Microvascular Therapeutics (MVT) is collaborating with the University of Utah to advance a breakthrough device and procedure designed to stop brain tumors. Founder and CEO Evan Unger, currently operating out of his home through Utah’s ALTA program, plans to grow operations into an incubator space at the University of Utah. Over time, MVT anticipates creating up to 50 high-quality jobs in business development, clinical operations, finance, and medical specialties—building on the founder’s proven track record of company growth.
EDCUtah supported Project Kimble by hosting a site visit, conducting a market cost comparison through its research team, and outlining available state incentive programs. EDCUtah also facilitated an introduction to Kelvyn Cullimore of BioUtah. As MVT grows, the company plans to apply for Utah’s Economic Development Tax Increment Financing (EDTIF) program.
The company is gaining visibility and traction in the industry: MVT recently joined BioUtah and presented at the BIO International Convention in Boston.
MVT’s continued development reflects the strength of Utah’s life sciences sector and the value of collaboration among startups, research institutions, economic development partners, and social programs.
Reencle, a Korea-based producer of sustainable composting technology, is expanding its operations to the United States with a new presence in Springville, Utah. The company is leasing a 6,000-square-foot facility, creating six new jobs and investing $2 million in capital expenditures. Reencle delivers innovative, clean tech solutions that align with the growing U.S. demand for circular economy practices and environmentally responsible waste management. The Springville location represents Reencle’s first operational footprint in North America.
EDCUtah supported Project Worm by providing customized market data and cost comparison analysis to guide the company’s location strategy. EDCUtah also hosted Reencle’s North America General Manager and Korean CEO for a comprehensive “Why Utah” presentation.
The company is also collaborating with Brigham Young University on ongoing research and a commercial pilot project that demonstrates its technology’s ability to convert food waste into valuable compost, reducing landfill dependence and promoting sustainable waste management.
Maxtec – a healthcare technology company that produces respiratory and patient monitoring technologies – has reaffirmed its commitment to Utah by choosing to retain operations in West Valley City. Closely connected to its sister company Permapure in New Jersey, Maxtec evaluated several consolidation options and ultimately decided to maintain its 70-employee workforce in Utah.
EDCUtah supported Project Maxwell by conducting a comprehensive market cost comparison between Utah, New Jersey, and other potential locations. The findings helped demonstrate Utah’s competitive advantages and contributed to the decision to keep Maxtec’s operations in West Valley City.

Throughout the year, EDCUtah brought you Utah’s top economic development highlights as they’ve happened. From energy to life sciences to aerospace, a lot of progress took place in the last 12 months. As we close out 2024, here’s our list of news worth celebrating.
In 2024, three significant announcements in the food processing industry vertical took place. In January, Mars, Inc. announced a $237 million, 190-job expansion for Nature’s Bakery in Salt Lake City.
In March, Campbell Soup Company announced plans for a $160 million, 86-job expansion of its Pepperidge Farm facility in Richmond, Utah, to meet increased consumer demand for its Goldfish crackers.
In a December interview, Ya YA Foods president Yahya Abbas indicated that the company, which is partnering with Oatley in an Odgen, Utah facility, is ahead of projections for hiring. The site could reach 400 jobs vs. the original estimate of 302, announced in November 2023.
A growing percentage of Utah’s energy comes from alternative sources, and that trend continues. In October, Fervo broke ground on power plant construction at Cape Station, an enhanced geothermal energy production project located northeast of Milford City, Utah. Cape Station is slated to produce 400 megawatts of power in the first two phases of the project, and Phase I will begin delivering around-the-clock power to the grid in 2026. Fervo anticipates that Cape Station, when complete, will employ up to 30 full-time permanent workers.
In July, Edwards Lifesciences – a global leader in medical innovations for structural heart disease and critical care monitoring – announced an expansion of its Utah operations, representing $34.8 million in investment and 560 new jobs over the next 15 years. Edwards Lifesciences has had several expansions in Utah in recent years, and is a significant employer in the Salt Lake Valley.
In February, Lehi-based e-commerce company Pattern revealed plans to bring more than 500 high-paying jobs and invest nearly $26 million in Utah over the next 10 years.
In October, data-intelligence company Strider announced plans to expand in South Jordan, Utah, and bring 152 new jobs over the next five years.
A March “Research Minute” report issued by EDCUtah’s Research Team focused on a long-running advantage for corporate expansion in Utah, namely energy costs. According to federal data, Utah has the fourth lowest electricity costs in the nation for all sectors at 9.03 cents per kilowatt hour—behind North Dakota, Wyoming, and Louisiana. In states with higher costs, residents and businesses may pay double or even triple this amount. (California is at 24.73 cents per kilowatt hour.) In 2023, Utah also ranked fourth in the nation for cheapest natural gas costs in all sectors, behind Idaho, North Dakota, and South Dakota.
Aerospace and defense technology company Northrop Grumman announced in February further plans to expand its presence near Hill Air Force Base. “Project Unity II” will bring an additional 1,206 jobs, adding onto the 3,000 jobs announced in 2020 as part of “Project Unity.”
The end of the year finished strong when, in December, sustainable aviation fuel company CleanJoule, and Hypercraft, manufacturer of electric powertrain systems, both announced expansion plans. CleanJoule will bring 100 new jobs and $150 million in investment to Salt Lake City, and Hypercraft will bring 183 new jobs and $39 million in investment to the Wasatch Front.
EDCUtah started and ended the year with more than 100 active projects, and as demonstrated by the recent ECONOMIX event held in Utah in December, our relationships in the national site selection community remain strong. We look forward to continued success in 2025, thanks to the support of our many public and private-sector investors.
