$7 billion capex
Project Tripletail
Tract, a developer of master-planned data center parks, announced its acquisition of more than 668 acres of land in Eagle Mountain, UT. The land sits within Eagle Mountain’s Regional Technology Innovation (RTI) Overlay, which allows for by-right use for data centers, advanced manufacturing, research and development sites, supported by expedited administrative review processes for site plans and permits.
“We identified data centers early on as a way to employ residents, pay for the infrastructure of our growing city, and form partnerships to strengthen this close-knit community,” said Mayor Tom Westmoreland of Eagle Mountain. “Beyond the fiscal impact, our new technology neighbors have been great additions to our community, and we look forward to working with partners like Tract to develop new campuses and expand our emergence as a tech hub while maintaining our small-town charm.”
According to JLL’s recent North America Data Center Report, data center demand in Salt Lake City is being boosted by both hyperscalers and wholesale providers, driving net absorption in the first half of 2023 to nearly two thirds of the total market inventory. Wholesale providers Aligned, NOVVA, and DataBank have all announced recent expansions. QTS has announced it will enter the Salt Lake market in Eagle Mountain, joining Meta who is in the process of building a campus and Google who has acquired land there.
“Data centers continue to migrate to campus deployments and the building blocks for land and power are getting bigger to keep pace with the underlying demand,” explained Graham Williams, chief investment officer of Tract. “Building on Utah’s data center sales tax exemption and low power rates, Eagle Mountain has distinguished itself through thoughtful planning and having sufficient contiguous land to meet the campus needs of tomorrow. We appreciate the partnership with the city and look forward to accelerating responsible infrastructure for data center development.”
“We appreciate Tract’s leadership in minimizing water impact, as well as their innovative approaches to powering their campuses,” said Scott Cuthbertson, president and CEO of the Economic Development Corporation of Utah. “Resource-conscious data center expansion can help ensure economic prosperity for the State of Utah, today and in the future.”
Project Tripletail was supported by Tom Freeman at Colliers, an EDCUtah Builder’s Circle investor.

Project Recycle
The Economic Development Corporation of Utah (EDCUtah) and the Utah Governor’s Office of Economic Opportunity (GOEO) are pleased to announce that Fairmat, the leading French deeptech company specializing in carbon fiber recycling, selected Utah for their first U.S. facility (Q2 2024). This expansion will leverage Fairmat’s tech-enabled manufacturing processes to address carbon fiber waste in the United States.
“We’re thrilled to have Fairmat establish its U.S. presence in Utah,” said Ryan Starks, executive director of the Utah Governor’s Office of Economic Opportunity. “Carbon fiber recycling is crucial, particularly with Utah’s strong presence of aerospace and manufacturing companies. Our state values environmental stewardship, and we hope Fairmat’s move to Utah will lead the way in attracting like-minded businesses and promoting a circular economy.”
“This partnership demonstrates how strategic economic development can support existing Utah companies and target industries,” said Scott Cuthbertson, president and CEO of EDCUtah. “Company leaders in Utah’s advanced manufacturing industry saw an opportunity to improve the carbon fiber supply chain locally. After years of collaboration to find the right solution, Utah will welcome the first carbon fiber recycling facility of its kind in the U.S.”
Fairmat’s breakthrough recycling process transforms carbon fiber composites, working with clients across industries. Their R&D investments in robotics, artificial intelligence, and data-driven manufacturing allows them to produce 100 percent recycled, high-performance repurposed materials, strengthened yet lightweight.
This new manufacturing facility and office in the U.S. will bring Fairmat closer to the region’s carbon fiber material hub and its U.S. clients. Building on its success in Europe, Fairmat will establish a high-tech closed-loop ecosystem, diverting carbon fiber materials from landfills by recycling these composites and incorporating them into product design in the U.S.
“At Fairmat, we are reinventing the recycled carbon fiber chain. Our ecosystem is a fully-integrated infrastructure that spans the entire value chain, from research and development to design and manufacturing. Today, I am excited that our highly skilled workforce will soon provide our solutions and engineering know-how for our U.S. customers,” said Antoine de Turckheim, Fairmat U.S. country manager.
Fairmat will also provide the local Utah workforce with a unique opportunity to join a deeptech startup while at the same time an industrial company.
Alice Balagué, Fairmat chief impact officer, highlighted the company’s unique appeal: “Fairmat presents two compelling facets for our current talent and these future roles: first, our impact-driven approach appeals to professionals passionate about making a difference within a startup environment. Second, our focus on deep tech and industrial engineering attracts those enthusiastic about contributing to innovative solutions.”
“With the growing innovation sectors here in Salt Lake City, we’re perfectly situated and excited to welcome Fairmat to our city,” said Lorena-Riffo Jenson, director of the Salt Lake City Department of Economic Department. “The environmentally-conscious work of recycling materials that would otherwise find their way into a landfill is an appreciated addition to the business ecosystem along the Wasatch Front.”
Utah Advanced Materials Manufacturing Initiative (UAMMI) organized industry support to attract a carbon fiber recycling company to Utah and brought the opportunity to EDCUtah. UAMMI’s report, Potential for Carbon Fiber Recycling, provided foundational research to support Fairmat’s decision to open in Utah.

Project 502
Today, the Utah Governor’s Office of Economic Opportunity (GOEO) and the Economic Development Corporation of Utah (EDCUtah) are pleased to announce that Adobe plans to bring 1,260 new, high-paying jobs and invest nearly $90 million in Utah.
“Adobe elevates Utah’s business community,” said Gov. Gary R. Herbert. “They play a key role in the development of the Point of the Mountain and Silicon Slopes. We look forward to their continued leadership and success in the state.”
Adobe has several locations at which it could have expanded, and the company chose Utah because of the state’s educated workforce and rapidly growing technology industry. A previous recipient of a post-performance incentive from GOED, Adobe is receiving a new incentive for its additional investment in the state and creation of new jobs.
Founded in 1982, Adobe is one of the largest, most diversified software companies in the world. Known for products including Photoshop, Acrobat Reader, Creative Cloud, Experience Cloud and more, the company employs more than 17,000 worldwide.
“As a pioneer to the Point of the Mountain development area, it has been exciting to witness the tremendous growth here for both Adobe and the state,” said Jonathan Francom, vice president of employee and workplace solutions at Adobe. “We are glad to be embarking on phase two of our marquee building in Lehi and are thrilled to be contributing to the growing economy through our local employee base.”
Adobe will embark on a “Phase 2” building in Lehi and working space expansion within its current Lehi building, adding capacity for approximately 1,260 employees over the next 20 years. The total wages in aggregate are required to exceed 110 percent of the Utah County average wage. The company projects the new positions will pay approximately 300 percent of the average wage. The projected new state wages over the life of the agreement are expected to be approximately $2.3 billion. Projected new state tax revenues, as a result of corporate, payroll and sales taxes, are estimated to be $85.8 million over 20 years.
“Not only is Adobe a leader in Utah’s tech market, but they are also an incredible community partner,” said Theresa Foxley, president and CEO of the Economic Development Corporation of Utah. “Their continued investment in Utah is a sign of our tech community’s bright future.”
