Grants and Incentives
Economic Development Tax Increment Financing (EDTIF)
This program is the state’s largest incentive program and is based on new, high paying jobs. The incentive provides a post-performance rebate of a percentage of the company’s main state taxes, including corporate income, sales and use, and payroll or withholding taxes, for a set number of years. In Urban counties qualifying jobs must pay at least 110% of the county average wage. In rural counties, qualifying jobs must pay at least 100% of the county average wage.
Rural Employment Development Incentive (REDI Grant)
Provides a grant of $4,000 to $6,000 for each new job created in a rural county. The amount awarded varies based on the wage paid and the average county wage where the job is located. The average wage needs to be above 110% of the county average wage. This is the best option for companies creating less than 50 jobs.
Utah Office of Energy Development
OED offers various programs including an Energy Production TaxCredit (PTC) and a High-Cost Infrastructure Tax Credit (HCITC). The PTC offers a rebate of $0.0035 per new kilowatt hour produced in the first 48 months of operation. Solar, biomass, geothermal, wind, and other renewable power production qualify for the PTC.
The HCITC is calculated as a tax rebate up to 50% of infrastructure construction costs. Approved entities may receive a 30% tax rebate annually until the maximum credit is reached.
Utah Inland Port Authority (UIPA)
Provides pre-negotiated property tax incentives in 12 geographic project areas across the state. Additionally, UIPA has bonding capacity through Public Infrastructure Districts and can utilize tax increment financing (TIF) to assist with needed infrastructure. Utah State Tax Commission
Publication 25 outlines sales tax exemptions, including sales and use tax exemptions for manufacturing. Data centers that have 150,000+ square feet on site are also sales and use tax exempt.
